Job Details

Job Purpose: Lead Central Procurement activities, team development and processes improvements to develop strategic advantage in lower procurement costs for UTCL. Ensure the complex decision making process of procurement for multitude of UTCL sites/Group businesses is done in within business critical timelines Develop and maintain Quality and Reliable vendor base for large variety of items / SKUs required for sustained operation of business

KRA: 1. Take ordering and strategic decisions on commercial matters to minimize procurement cost for portfolio items:a) a) Develop a strong vendor / contractor registered base b) Work with Unit Heads and Function Heads to Maximize spares procurement under Rate Contracts, including Group Companies MOU s c) Push through Vendor development and substitution to minimize costs at optimum quality. d) Decide on volume discounts, price validity extensions for unplanned requirements. e) Adopt total cost of ownership approach to procurement f) Appropriate sourcing structuring to optimize tax outgo highsea sale, warehouse sale, WCT cases g) Bench marking the purchase within the group as well as within the industry with competitors. h) Monitor performance of suppliers with Units.

2. Provide a reliable network of vendors & service providers (including transporters) for portfolio items: a) Continuously monitor market situation, order books, industry feedback and network inputs on suppliers / service providers b) Have mitigation plans in place and procedures to take fast decisions c) Identify service providers having experience through industry feedback. d) Negotiate long term contract for each route and type of consignment e) Monitor performance of transporters time to time.

3. Develop Team Capabilities :a) a) Periodically review & identify skill gaps & support skill up-gradation functional / taxation and duty schemes / technical. b) Encourage and support industry exposure through seminars, exhibitions & trainings c) Thorough end-user interaction by periodic Plant visits d) Regular WCM initiatives with cross-functional teams to deliver business relevant results

4.Control Inventory for MRO items before purchase :) Standardize the material codes and descriptions for MRO categories in SAP (with IT cell assistance) b) Check inventory in SAP for each MRO PR. c) Ensure Units communicate with each other to attempt stock transfer. d) Seek intervention from Unit Heads /Cluster Heads / Dy. MD where required, for stock transfer possibility. e) If transfer is possible, PR is deleted, otherwise processed for ordering.

5.Ensure integrity and verifiability of large commercial portfolio under management :Periodically review procedural accuracy and address lapses if any with resultant improvements shared with peers. b) Ensure compliance of ISO procedure laid out for the procurement organization. c) Participate in periodic internal and external ISO audit for continuous improvement

6. Enhance preferred customer status for UTCL for key suppliers : a) Efficient aggregation of demand to maximize business potential for suppliers b) Drive payment discipline as per order terms working with Functional Heads and Unit Heads as required (coveted status for UTCL) c) Quickly redress all outstanding issues with suppliers by involving techno-commercial stakeholders d) Provide fair and proactive feedback, collected from Units & curated by techno-commercial cells at HO

7.Lead development of IT backbone for CPC processes for strategic advantages: a) Seek Feedback on performance gaps, information from industry peers, and continuous engagement with Corporate IT to identify strategic tools. b) Conceptualize and adopt tools at CPC currently working on Reverse Auction platform for engineering good. Supply chain management, invoice digitization, catalogue purchasing are all identified areas to be evaluated. c) Post trial and thorough testing, manage transition to new systems by appointing cross-functional team

8.Maintain effective channels with government authorities to address statutory issues for UTCL advantage : Supervise commercial activities and liaising with DGFT / Customs / Ministry of Commerce for commercial benefits to UTCL in duty benefits / export incentives / special import licenses
